Patrice Fonlladosa,
Executive Chairman and CEO, Veolia Water America,
Executive Vice President and Member of the Executive Committee, Veolia Water

As executive vice president and a member of the executive committee of Veolia Water/Compagnie Générale des Eaux, Patrice Fonlladosa is in charge of North America, Africa, the Middle East and the Indian Sub-Continent. He also serves as executive chair and CEO of Veolia Water America, the holding company of North America's leading water services provider, Veolia Water North America.

Mr. Fonlladosa began his career in 1982 as the finance and administration manager with Bouygues TP International, where he managed several international construction and build-own-transfer projects.

During the last 10 years, he has gained his experience and expertise within the Veolia Environment Group, first through Connex, the company’s transportation division. At Connex, he served as executive director responsible for:

Acquisitions (Linjebuss-Sweden, Sydney Monorail and management of the Sydney Light Rail);

Privatizations (Melbourne Rail Franchising and bus operations in Australia); and

Management of international partnerships (Portugal, Germany, Australia).

He has been a board member of Barraqueiro Group (Portugal), chairman of Taeter Group (Germany), board member of Connex Gmbh (DEG-V & Alpina, the first private transport operator in Germany), and executive chairman of Connex Group Australia PTY.

Since March 2003, Mr. Fonlladosa has worked for Veolia Water, where his primary responsibilities have been the management of activities in the United States, Africa, Middle East and India. He is a 1981 graduate from the Institut Français de Gestion in France.

W. Christopher Chisholm,
Executive Vice President of Finance & Adminstration, Veolia Water America

Mr. Chisholm is the executive vice president of Veolia Water America, LLC, the parent company of Veolia Water North America. He is responsible for all financial matters relating to the business, as well as human resources, information technology and strategic sourcing.

Mr. Chisholm joined Veolia Water North America in 1997 as vice president and group controller and was responsible for the financial management associated with municipal partnerships and industrial outsourcing of water and wastewater. Additionally, Mr. Chisholm served for six years as chief financial officer of Mobley Environmental Services, which was acquired in 1997 by Veolia Environment. In that role, he oversaw accounting and internal management reporting, investor relations, business planning, budgeting and forecasting, legal counsel activities, and he evaluated and negotiated various business development and expansion opportunities. Mr. Chisholm also served in various positions as part of a 10-year career with KPMG Peat Marwick, an international public accounting and consulting firm.

He has 20 years of increasing responsibilities and achievements in financial management, problem-solving and decision-making, including involvement with public offerings, financings, acquisitions, restructurings, strategic planning and SEC regulatory compliance. A business and administration graduate of Northeast Louisiana University, he obtained his Public Accountant Certification in 1981.

Brian Clarke,
Senior Vice President and General Counsel, Veolia Water America

Brian Clarke is senior vice president and general counsel of Veolia Water America, the parent company of Veolia Water North America. The company’s chief legal officer, Mr. Clarke has 20 years of experience and is responsible for the overall direction of the company’s risk management, government affairs, intellectual property and ethical compliance functions.

Prior to taking on this role, Mr. Clarke was the vice president and general counsel for the North American operations of United States Filter Corporation, where he was responsible for all legal affairs of that company’s equipment and services business and was the corporation’s environmental attorney.

His previous experience also includes serving as a partner of the Chicago-based firm Seyfarth, Shaw, Fairweather & Geraldson; vice president and associate general counsel for Waste Management; and vice president and general counsel for Chemical Waste Management, the publicly traded hazardous waste services subsidiary of Waste Management.

Mr. Clarke received both his undergraduate and law degrees from the University of Illinois in Champaign.

Philip G. Ashcroft,
President, Veolia Water North America – Northeast, LLC

Mr. Ashcroft provides leadership for a company serving a broad base of municipal and industrial clients in the Northeast. The Northeast business operates and manages water and wastewater facilities for more than 40 customers with a staff of more than 550.

Mr. Ashcroft’s responsibilities include managing an autonomous business operations group that provides operations, maintenance and management, design-build-operations and related water and wastewater services to a diverse client base. His focus includes expanding our business base with existing clients, building long-term relationships with new clients and maintaining a focus on service quality and value for the more than 50 communities we serve in the region.

Prior to taking on this role, Mr. Ashcroft served as senior vice president of major utility operations for Veolia Water North America, addressing the needs of major operations, capital and related projects in the U.S. and Canada. His expertise was in the area of quality and client satisfaction, achieving success in the turn-around of projects with performance-related concerns. Mr. Ashcroft also focused on building new public-private partnerships, with involvement in the development of Indianapolis Water, the nation’s largest public-private partnership.

Mr. Ashcroft was formerly the operations director for Three Valleys Water, a Veolia Water subsidiary providing water supply to more than 2.4 million people in the Greater London area. This utility operation has been recognized for innovations in the areas of customer service, treatment technologies and quality management—having received ISO 9000 certification.

He has held senior positions in three water utilities in the United Kingdom and has more than 34 years of overall business and corporate management experience, including numerous operational positions in the process and manufacturing industries.

Mr. Ashcroft holds a Masters of Science in Geology, Physics and Chemistry from Durham University in Durham, England, and attended the London Business School.

John M. Wood,
President, Veolia Water North America – Central, LLC

Mr. Wood provides leadership for a company serving close to 100 communities and numerous industrial customers in a region that encompasses the central and mid-Atlantic United States and Canada. Mr. Wood directs a team of approximately 1,000 employees who provide operations, maintenance and management, design-build-operations and related water and wastewater services to a diverse client base. His focus includes expanding our business base with existing clients, building long-term relationships with new clients, and maintaining a focus on the company’s quality of service and delivery of value.

Over the past three years, he has provided leadership for the successful development, procurement and implementation of a public-private partnership with the city of Indianapolis for the management and operation of its water system. This partnership is the largest in the U.S.—a 20-year, $1.5 billion contract, which includes operations, management and maintenance, capital projects and customer service for a water system that serves over 1.1 million people daily.

Mr. Wood has more than 35 years of industry experience and has worked with Veolia Water for more than 15 years in project development, client relations, sales and marketing, and project management capacities. Prior to joining Veolia Water, he managed numerous municipal utilities and regional water services companies. His project management experience includes water and wastewater treatment facilities, solid waste projects, industrial pre-treatment programs, resource recovery facilities and land application programs.

He is a recipient of the Water Environment Federation’s William D. Hatfield Award, which is presented annually to operators of wastewater treatment plants for outstanding performance and professionalism.

Chibby Alloway,
President, Veolia Water North America – West, LLC

Mr. Alloway leads a group that serves a broad base of municipal and industrial clients in a business region that encompasses the western area of the U.S. and Veolia Water’s operations in the Pacific region. Veolia Water North America – West, LLC provides services to a base of municipal and industrial clients in 14 states, including Hawaii, with a staff of more than 650.

His responsibilities include managing an autonomous business operations group that provides operations, maintenance and management, design-build-operations and related services to more than 60 clients across the region. His focus includes expanding the company’s business base with existing clients, building long-term relationships with new clients and maintaining a focus on quality of service and value for the more than 50 communities we serve in the region.

Mr. Alloway has worked with Veolia Water for more than 17 years and has almost 30 years of overall industry experience. He has been involved in developing numerous public-private partnerships as a cost-effective alternative to public-sector operations, and has also worked as a director for regional water and wastewater operations in California.

Mr. Alloway has been very active in providing leadership for the company’s centralized technical resources services, enhancing company systems and standards, and implementing quality- and performance-based standards for project management.

Mr. Alloway holds a Masters of Science in Environmental / Engineering from Stanford University and a Bachelors degree in Natural Resources Administration / Forestry from Colorado State University.

Stewart J. McKenzie,
President, Veolia Water North America – South, LLC

Mr. McKenzie provides leadership for a business serving municipal and industrial customers in the southern United States, as well as the Caribbean. Veolia water North America South, LLC operates and manages water and wastewater facilities for more than 70 clients in 12 states.

His responsibilities include managing an autonomous business operations group with over 600 professional, technical, management and support staff. His focus includes expanding the company’s business base with existing clients, building long-term relationships with new clients and maintaining a focus on quality of service and value for the more than 100 communities we serve in the region.

Mr. McKenzie joined Veolia Water in 1998 and has spearheaded growth in the region through development and execution of a number of major governmental and industrial water and wastewater partnerships. These include several major project initiatives under the military’s utility privatization program; a 50-year contract to operate and manage the water and wastewater systems serving Fort Knox, Ky.; a design-build-operate contract for a new 66-million-gallon-per-day (MGD) regional water treatment plant for Tampa Bay Water, Fla.; and a 20-year contract with the Government of the U.S. Virgin Islands to design, build and operate two new wastewater treatment plants.

Mr. McKenzie has more than 30 years of overall experience in the water and wastewater field, working primarily in the areas of project development and project team management.

Mr. McKenzie holds Bachelors degrees in chemistry and history from Case Western Reserve University in Cleveland, Ohio.
